I notice that if people have been having too many rules disputes, then they will have quite low pools of coins, encouraging them to go full pelt into complications to refresh them. One interesting feature of this is once you get into a situation that starts causing loads of fractures in your understandings, the natural response is to change loads of stuff!
That way groups hopefully will skirt situations where they get really bogged down, if only because they random-walk out of them.
