Nobody who advocates for creator owned rights would be willing to do this - but one of the reasons that so much effort is thown by mid-size design imprints toward D20 is market share.
If, say, Matt Wilson want's to get PTA into every Borders Bookstore across the country, he just has to convince the folks at Wizards that it's a good idea.
I think, we need something like that, a breakaway hit that goes outside our normal channels. That'll bring more money and resources, which can, in my estimation, shorten those design lifecycles.
Now, all we need is a volunteer...
