Most games of D&D at some point involve a personal v group conflict, especially when it comes to dividing up the loot. There are several ways groups resolve this with a mixture of IC and OOC mechanics. It's seems to be a natural emergent feature of groups, especially where resources are discrete.
In our game of Mutants & Masterminds, the main effort of the group was in arguing about its name. My character had a massive intimidate bonus which she used to impose a name but it was only ever used when she was around and didn't get on the stationery.
All you have to do is to provide one less resource than characters.
