Some games have explicit rules that allow for GM input to player actions. Old versions of Pendragon did this, and V:tM Vampires could fall victim to this with the Rotschreck rules. Generally, though, it's rare.

I remember a time when GM take over (functional and dysfunctional) was fairly common. It started shutting down (in functional mode, at least) in my circles in the late 80s/early 90s as books/magazines/cons increasingly told us that the GM having any co-ownership/authority over the inner life of a character was broken.
