It's just that, as a resource in Dogs, Relationships are hard to bring up into future conflicts in future town.  If someone took my 3d6 and stuck it into "Abagail", and we're no where near Abagail for the next four towns, then I might as well burn a hole in the character sheet there.

This makes VAX go "That's the GM's fault"
If you (or someone) stick 3d6 in a relationship, then the GM had better put that character into a future town! That kind of investment should put a gigantic flag on the NPC's head.

This makes VB go "unassigned relationship dice are a finite resource, by design."
Assigning relationships as fallout comes to replace them, supplemented by the unassigned relationship dice you can get at reflection time.
